Making Open Streets the New Norm

After another successful Open Streets event on Lyndale Ave. last month, some members of the Bicycle Advisory Committee have developed a proposal that will encourage the City of Minneapolis to make Open Streets a more comprehensive and common occurrence. BAC member Robin Garwood spoke at the Encourage, Enforcement, and Education Subcommittee meeting and explained a resolution that would recommend that the City streamline the development of Open Streets events throughout Minneapolis in order to meet the recommendations in the Minneapolis Bicycle Plan Implementation Plan.
As Garwood explained, there is inefficiency in the permitting process for Open Streets. Currently, the events are organized by the Minneapolis Bicycle Coalition with funding assistance from Blue Cross Blue Shield. For each event, the Coalition must apply for a permit and pay fees similar to a neighborhood hosting a block party. The BAC members are hoping that the City would be willing to waive these fees in the future.
The most significant costs, which BAC members think could be reduced, are for the police officers who provide security at Open Streets. The police detail is required by the City, but the Coalition must cover the hourly pay for the officers. The proposed resolution will ask the City to replace some of the officers with Traffic Control Agents, which would reduce the hourly cost for personnel. Furthermore, the BAC subcommittee proposes that Minneapolis sponsor the events, and therefore contribute public resources, since Open Streets are aligned with the City’s goals such as improving public health and increasing physical activity. The subcommittee hopes to pilot this new permitting process for Open Streets that is planned for Lowry Avenue in September.

Options for Franklin Avenue
On Wednesday, July 18 at 6pm at Hope Community (at Franklin and Portland), Bike Walk Twin Cities is hosting a public meeting to discuss detailed options for improvements to Franklin Avenue. This is a follow up to a community visioning session on May 7.
The discussion will focus around a Draft Feasibility Report "Franklin Avenue: Moving Towards a Complete Street" done by consultants Toole Design Group and CH2MHill.

The problems
Franklin is certainly not a friendly road for bicycling (the study calls it "uncomfortable") and it has general safety problems for everyone. According to the study, it's overall crash rate is more than 2.5 times the "expected" crash rate for a road like Franklin. The pedestrian and bicycle crash rate exceeds the South Minneapolis average at most intersections (and by a lot at several). West of Minnehaha Avenue, there are no bike lanes, there are stretches that are appalling for people walking, and there are also afternoon traffic challenges, especially between 4th Avenue and Park Avenue.
Franklin Avenue: A challenging street, especially for walking and biking
The recommendation
The study examines several options for what the consultants have called a challenging street because of the relatively narrow area to work with, safety challenges, and demand for driving, biking, and walking. Their recommendation is:
4.2.4 Option 4 – Hybrid Option
Option 4 combines road diet options with a shared roadway option. The existing four-lane section from Hennepin Avenue to 4th Avenue would be reduced to three-lanes—two through lanes with a TWLTL. This section allows for a designated bike lane in each direction and a permanent parking lane in the eastbound direction. Between 4th Avenue and Columbus Avenue, the existing four-lane section would be replaced with a five-lane section that would consist of narrowed lanes and a TWLTL. The outside lanes in each direction would be designated as bike priority lanes. Due to lack of parking demand and lower traffic volumes between Portland Avenue and Columbus Avenue, one eastbound travel lane would be dropped to accommodate a wider TWLTL and 8’ bike lane. From Columbus Avenue to Bloomington Avenue, the existing three-lane section would be maintained; a TWLTL and designated bike lanes in each direction would be added. Between Bloomington Avenue and Minnehaha Avenue, the existing four-lane roadway would become two-lanes—one lane in each direction and with a designated bike lane in each direction. This option would maintain parking in each direction and provide space for vendors in a median parking lane (which could also potentially function as a peak period travel lane if desired).

Summary and observations
The consultant recommendation includes a bike lane except between 4th Avenue (near Electric Fetus) and Columbus Avenue (between Park and Chicago Avenues). In that 5-block section they are suggesting adding a center two-way left-turn lane with narrowed existing lanes. Bicyclists would be encouraged to ride down the middle of the outside lane.
The proposal would add full-time on-street parking on one side west of 4th Avenue (it is currently only available outside of rush hour). The addition of turn lanes throughout are intended to aid auto traffic flow and improve auto safety.
Throughout the proposal, the consultant is suggesting narrower lanes than the County is typically comfortable using. The County has used 10-foot lanes on a stretch of Cedar Ave S, and narrower than that on a short stretch of Broadway Ave NE, but have to date not been open to lanes narrow than 11 feet to allow for the addition of bicycle improvements. Given the limited space, demands, and safety challenges in this corridor, it will be interesting to see if the County is willing to try some or all of these recommendations.
